When the situation requires a detailed and "objective" research
of the facts in order to formulate relevant recommendations, the Human Rights
Commission (HRC) can name independent experts appointed either to examine
and watch the situation concerning a particular country, or to deal with
a specific human rights violations thematic. These experts, acting individually,
are called, as the case may be, Special Rapporteur, independent experts
or working groups when several experts share a mandate. They are no civil
servants of the UN and act with a total freedom. They are not paid at all
and work out of pure Conviction.
These experts are free to enquire from any reliable source of informations,
among which the NGOs having consultative status with United Nations, and
can undertake trips the ground, where they meet authorities, local organizations
of defence of Human Rights, victims or their close relations. They present
an annual report to the HRC, including by recommendations. This report is
made public.
